PRODUCTION INVESTMENT CREDITS THROUGH ACT 221/215 THREATENED

 

The state legislature and the Gov. Lingle administration have said they intend to limit or repeal Act 221/215, especially as it related to television and film productions. All four of the television and theatrical projects filmed in Hawaii with the exception of ABC’s Lost have utilized Act 221/215. Without this tax incentive, none of these projects would have been funded. Members of the Film and Video Association of Hawaii are encouraging the production community to lobby legislators to save the Acts.

 

Looks like Hawaii Film Partners’ $6-million romantic comedy feature Wedlock  has been delayed for at least two weeks to March 1 following a snafu landing the film’s male lead. HFP is under the gun to start up since the contract of the female lead – American Idol runner up  Katherine McPhee – has a pay or play contract which means if the film isn’t completed by a certain date she gets to leave and still gets paid..According to a Los Angeles source, the male lead original selected – Jesse Spencer who plays  Dr. Robert Chase on the popular series House  – was unable to get that production’s permission for time off to film in Hawaii..Wedlock, which is written and directed by Rob Hedden, will film  for four weeks on Oahu

Perhaps a stretch for Reel Hawaii, but we wanted to let everyone know that  music’s top Parrothead Jimmy Buffett will perform at the Waikiki Shell on Feb. 28 to coordinate with the hard opening of his first Waikiki restaurant – Jimmy Buffett’s at The Beachcomber – at the OHANA Waikiki Beachcomber Hotel (2300 Kalakaua Ave.). UPDATEMatthew Fox, co star on ABC’s hit series LOST tells Details magazine that he’s looking forward to the show ending next year.                

“Personally, it’s a relief,” Fox says in the January/February issue of Details (on newsstands Jan. 20). “I owe this show a great amount, and I think it’s exceptionally good… [but] I am looking forward to the freedom that comes with not working on one project professionally.” Fox, 42, said when LOST wraps in May 2010 he and his family will move from Hawaii to central Oregon. Fox’s brother and brother lives there…

SAD TO REPORTHarry Endo (above center) who played Che Fong, the primary forensic scientist on Hawaii Five-0 and was one of the original cast members of the crime drama that began in 1968, suffered a stroke and died at Brooklyn Methodist Hospital on Friday. He was 87. Though born in Colorado Endo spent much of his life in Honolulu where he worked for a bank. While doing a commercial for the bank Endo was approached to play the role of Fong. After Hawaii Five-0 ended in 1980, Endo played a couple of small parts on Magnum P.I. He retired from show business in the late ’80s. Endo, who was married for more than 60 years, is survived by his wife Myrtle, daughter Leslie Baker of Brooklyn and Scott Endo of San Diego. He will be missed….

VH1 is on the Big Island to film My Antonio a, $4-million-dollar plus, 10-episode reality series – producers call it a docu-soap – starring soap actor Antonio Sabato Jr. who also is producing the series with Mrs. Wright Productions. The show has been in pre production since late December. Filming begins Monday through Feb. 8. In the non-scripted show, Sabato teams up with professional matchmakers at VH1 to help find that special someone…The actor, best known for his leading roles on Melrose Place and daytime dramas General Hospital and The Bold And The Beautiful, is taking a page from the Book of Flavor Flava for that dating reality series scheduled to debut on the network this year. The Sabato series will air this summer…There are several Big Island locations, including the Hilton Waikoloa where cast and crew are staying, property around the Waikoloa land company, and Parker Ranch, Kua Bay, Kekaha Kai, Kiholo and several water and aerial work off Kawaihae and  Waikoloa…According to a production executive, the series is “the highest budgeted actuality contestant based television show” ever done. The show has a crew of about 110… 

 

Similar to other VH1 dating competitions, the series features a group of beautiful contestants tolling through a set of challenges to win Sabato’s love. Each challenge which will include re-creating love scenes and skydiving in an evening gown center around the theme of soap operas…(For the record, Sabato has been wed once in a one-year marriage to Alicia Tully Jensen. The pair divorced in 1993. Since then, Sabato has twice been involved in long-term relationships. He and actress Virginia Madsen have a 14-year-old son, Jack; and Sabato has a daughter, six-year-old Mina Bree, with longtime girlfriend Kristin Rosetti)…

 

The single women for Sabato’s series were cast in Los Angeles by Doron Ofir Casting that began in November. The casting notice reads that producers are looking for

 

“The most alluring, seductive and exotic single women to embark on the romantic adventure of a lifetime. In this heartfelt and romantic competition of love and seduction, one femme fatale will become the envy of all others and attain the love of Antonio Sabato Jr.”… Type wanted is “Gorgeous, refined, and glamorous single women at least 21, who are young and vibrant in their appearance”… The show will feature narration by Sabato…

Scott Shotski, a producer of the series, was supervising producer on Top Chef in the 2006-2007 season for which he was nominated for an Emmy. He also produced a Project Runway episode…Maui’s Glenn Beadles is the show’s locations manager…

 

The Big Island in December also landed two Dior fragrance commercials – video and still. The Big Island’s Tony Basile did locations. Basile is also locations manager for the REI summer catalogue shoot going on now…

The Dior commercials were shot simultaneously in about a week. The Fahrenheit cologne shoot budget exceeded $200,000, which would allow producers to apply for the 20 percent ACT 88 production tax rebate. About 30 Hawaii crew worked on the production…

Hawaii Film Partners has landed American Idol runner up  Katherine McPhee for one of the three leads in its $6 million romantic comedy feature tentatively titled Wedlock written and directed by Rob Hedden that will begin four weeks of filming on Oahu in mid February or early March. McPhee will play Masha, the Croation mobster’s beautiful daughter seeking U.S. citizenship. A native of Sherman Oaks, CA, McPhee began singing at age two. Her mother, Patricia McPhee, is an established singer in her own right, performing and recording as Peisha McPhee. McPhee has appeared in the film Crazy, a musical about Hank Garland, and an MTV series, You Are Here, which didn’t make it to the air. She also appeared in productions of Annie Get Your Gun and The Ghost and Mrs. Muir before auditioning for American Idol in 2005…The production is still casting for the male and another female lead…

 

Hawaii Film Partners also produced the teen television series Flight 29 Downfor NBC and Discovery Kids network. HFP is producing the $6-million adventure comedy tentatively titled Wedlock written and directed by Rob Hedden…Hedden has written for the Friday the 13th: The Series, and also has worked on several television shows including MacGyver, and screenplays Clockstoppers and The Condemned

Cameron Crowe’s quirky Hawaii-based dramedy Deep Tiki has been delayed with no new production date announced. The big budget film starring Ben Stiller and Reese Witherspoon had been rumored to start filming on Oahu this month and likely shooting on the Big Island as well for a volcano scene. Crowe and James Cameron wrote the film. Cameron also would direct. The storyline included Hawaiian mysticism, volcanoes, appeasing Hawaiian deity and secret military satellites.

According to published reports, Deep Tiki at least in part was postponed because Witherspoon (above) is shooting a James Brooks film this spring…

 

 

A major name celebrity will be the star of a new Calvin Klein commerical set to shoot on Oahu this month. Reel Hawaii has been sworn to secrecy for the time being. The name is being kept secret but he shoot is January 14-17. Roy Tijoe, half of the production partnership of Island Film Group (Princess Kaiulani) takes the Honolulu Advertiser and Gov. Lingle to task for the newspaper’s recent story http://www.honoluluadvertiser.com/article/20081229/NEWS01/812290351 and Lingle’s comments on Act 221 investment credits. The credits provide a 100 percent tax break for technology investments…Tijoe tells Reel Hawaii that to focus on the costs associated with Act 221, without considering the benefits, “is unfair, misleading and simply wrong”… “The (Advertiser) article doesn’t even recognize the invaluable benefit of promoting Hawaii as a tourist destination through film and television projects.  Last I checked, we were still heavily dependent upon tourism”… 

 

A January 2 issue of Pacific Business News in an article about Act 221 says Lingle “is considering ways to keep the film and performing arts industry from abusing the Act 221 program”…The article also quotes Lingle’s policy advisor Linda Smith as saying “The film industry is important, but that’s why a separate tax credit – Act 88 – was created in 2006 to address that sector; giving 15 percent to 20 percent of production costs back to a studio”…Tijoe says Lingle’s “apparent ignorance of the difference between studio projects and independent projects is shocking. “Yes, Act 88 is a step in the right direction to attract studio projects, which we need to provide jobs, training and employment to our local workers But Act 88 is just a rebate, a discount for companies like studios and networks who already have the production funds needed to complete the project,” Tijoe said…

 

He’s right. Independent filmmakers need to raise production funds and Act 88 doesn’t help an indie filmmaker do that. “That’s why an investment tax credit like Act 221 was created, and it must remain in place,” Tijoe says. “Without it, Princess Kaiulani would have never been made. Without it, none of the other amazing stories about Hawaii’s history and culture… will ever be shared with the rest of the world…Please tell me the Governor has a bit more aloha than that.”

 

Act 88 provides 15 percent tax credit for projects shot on Oahu and 20 percent credit for those filmed on a neighbor island like the recent $20-million Tempest…Some Hawaii production people believe the tax credit is modest compared to incentives offered by other states, which offer 30 percent to 40 percent…The production community needs to be aware and prepared for possible moves to make changes to Act 88 in the upcoming legislative session… Tijoe’s email is rtjioe@islandfilmgroup.com
